The Concept on the placement of the State Revenue Service Central Administration structural units in single working premises was approved by the Order of the Cabinet of Ministers of the Republic of Latvia No. 522 on 13 July 2006, and particularised by the 14 February 2007 Order of the Cabinet of Ministers of the Republic of Latvia No. 86.
In February 2007 the SJSC “Valsts nekustamie īpašumi” announced a tender for the involvement of the private partner for the development and lease of the unified State Revenue Service Central Administration and other government agencies’ (institutions) administrative building complex. The offer of LLC “Mežaparks SPV” was considered the most economically advantageous.
In compliance with the 18 March 2008 Order of the Cabinet of Ministers of the Republic of Latvia No. 141 as well as the shareholder agreement concluded between SJSC “Valsts nekustamie īpašumi” and LLC “Mežaparks SPV” the venture company LLC “Biroju centrs Ezerparks” was established with the aim of construction and management of office buildings suitable for the needs of the State Revenue Service Central Administration structural units and other government institutions.
A closed tender was carried out at the end 2008 to choose the chief designer of the object “Complex of administrative buildings (multi-storey business and government institutions, including the State Revenue Service Central Administration)”. On 17 December 2009 the agreement with LLC “Sarma & Norde arhitekti” was signed on the development of the feasibility study – architectural concept, the construction project and the author supervision in Riga, Talejas iela 1 (cadastre No. 0100 085 2143).
A design project for the State Revenue Service administrative building complex in Mežaparks, Talejas iela 1 was filed with the Riga City Construction Board at the end of 2010.
The tender for general contractor for the construction of the State Revenue Service administrative building complex was announced on 8 March 2011.
Registration for participation in the tender for general contractor for construction of the State Revenue Service administrative building complex ended on 31 March 2011. The decision regarding the winner of the tender will be made in September 2011, but the completion of the construction works is planned for 2014.
